October 18, 2005

BE IT RESOLVED THAT the agenda for the Township of Gordon Public meeting of October 18th, 2005 be adopted as distributed.

BE IT RESOLVED THAT this meeting be opened at 7:00 pm on October 18th,2005 as a Public meeting of the Corporation of the Township of Gordon, pursuant to the requirements of Section 34(12) and (13) of the Planning Act for the purposes of providing information to the public and to allow for public representations on an application proposing to amend Zoning By-Law 492 for the Township of Gordon, notice of which has been duly administered according to the requirements of O.Reg. 199/96.

The Reeve called the meeting called to order at 7:00 p.m. and explained the reason for the meeting and procedures .
Rick & Georgia request an amendment to Zoning to put a Commercial Wind Turbine on their property Zoned Agricultural.
Rick explained what he proposed to do. He stated he has requests in to several department for permission/authorization: Hydro, Transport Canada, Navigation Canada, etc. Entails a three phase line from Pat Noble Lumber to Gagnon’s farm.
Amoenoe VonKoeler asked for explanation of how high it is and what noise this structure will have. Response was sixty nine or 85 metres high. Rick assures Amoenoe that noise will be 45 decibels. Their house is 600 metres from Gagnon’s home. Amoenoe asked what benefits would be to people other than Mr. Gagnon as his business.
The turns per minute makes the machine quieter, Rick explained.
Security – storms – any risk of flying off?
Lyle Strain voiced concern of closeness of homes.
Art Hinds spoke on behalf of his son, McDougal Hinds. Art asked regarding approvals. Felt it was premature to come to council without approvals in hand.
A letter has been presented by Mick Hinds in opposition to the Wind Turbine.
300 metres – 45 decibels at end of 300 metres.
Ministry of Environment gives Certificate of Approval :pending
As per the MOE & Environmental Assessment Act, Rick states doesn’t affect future development?
